A government of a mature and complex democracy proved itself capable and competent. This was heartening and surprising. Governments are charged with doing certain vital and necessary things, but they are overburdened, distracted, so we no longer expect them to do them well. President Sebastián Piñera, in office five months when the mine caved in, saw the situation for what it was. Thirty three men in a hole in the ground, in a mine that probably shouldn’t have been open. A disaster, a nation riveted.

What do you do? You throw yourself at the problem. You direct your government: This is the thing we do now. You say, “We will get the men.” You put your entire persona behind it, you put it all on the line, you gamble that your nation can do it. You trust your nation to do it. You do whatever possible to see your nation does it. And the day the rescues are to begin, you don’t show up and wring your hands so people can say “Ah, he knew it might not work, he was not unrealistic, he was telling us not to get our hopes up.” No, you stand there smiling with joy because you know it will work, you know your people will come through, you have utmost confidence. And so you go and radiate your joy from the first moment the rescue began and the first man came out straight through to the last man coming out. You stand. You stay.

It was the opposite of the governor of Louisiana during Katrina, projecting helplessness and loserdom, or the president flying over the storm, or the mayor holing up in a motel deciding this might be a good time for a breakdown. This was someone taking responsibility.

The event transcended class differences, social barriers, regional divides. The entire nation—rich, poor, all colors and ages—was united. Scientists and engineers gave everything to save men who’d lived rough, working-class lives. “Every one of them who came up was treated like the first one,” said a reporter on MSNBC.

What does it do to the children of a nation to see that? Everyone from Chile will be proud as they go through the world. “You saved the miners.” Chilean children will know, “We are the kind of people who get them out alive. We made up our mind to do it and we did.”

What a transformative event this is going to be for that nation.

A closing note, another contrast. President Obama this week told the New York Times, speaking of his first two years, that he realized too late “there’s no such thing as shovel-ready projects.” He’s helpless in the face of environmental impact statement law. But every law, even those, can be changed if you have the vision, will, instinct and guts to do it, if you start early, if you’re not distracted by other pursuits.

“Shovel ready.” Chile just proved, in the profoundest sense, it is exactly that. And in doing so, it moved the rough heart of the world.

TAKIS MICHAS: Greece has been called by various analysts “the last existing socialist state in Europe,” or “the last Marxist state.” All of these terms denote the predominance of politics in the economy. Yet one could say that Greece better fits the model of a postsocialist society, as described by Yegor Gaidar. It is a form of capitalism where the bureaucracy and its allies consider the state their property, and use its mechanisms for personal enrichment.
In Greece, the fundamental principle that has been dictating economic and political development since the creation of the Greek state in the 19th century is political clientelism. This is a system in which political support is provided in exchange for benefits. In this situation, rent-seeking—the attempt by various groups and individuals to influence the location of political benefit—becomes paramount. The origins of political clientelism can be traced back to the origins of the Greek state in the 1830s. As a left-wing political historian puts it, “The fundamental structure of Greece has never been civil society. Ever since the middle of the 19th century, nothing could be done in Greece without its necessarily passing through the machinery of the state.”
The social group that took over the running of the Greek state after liberation from the Ottomans was primarily the village notables. Their power, under Ottoman rule, lay not in their ownership of Greek land, but in the fact that they acted as tax collectors for the Ottomans, something that gave them prestige, power, and wealth. Their new role, as leaders of the Greek state, was continuouswith the old one. Tax collection was still their major business. However, under the new conditions, they did not have to transfer the proceeds to the Ottoman rulers, but could keep them for themselves. At the same time, they could utilize the networks of local allegiances they had built under Ottoman rule and carry them into the new state. Political offices gave them seemingly inexhaustible resources.
In Western Europe, and, especially, in Northern Europe and the Anglo-Saxon world, the State was seen primarily as the protector of certain Lockean rights, especially the right to own property. This conception, as has been frequently noted, went hand in hand with a ruling class that had a vested interest in large property-holdings. In the new Greek state, on the contrary, owing to the absence of a large landowning class, the ruling class saw the state not only as an instrument for pre-existing assets, but as its source of income par excellence. Hence, the conquest of the state apparatus did not only serve the power and ambitions of various individuals, it also became the most important mechanism for the distribution of material rewards and benefits.
The benefits that the political system could bestow upon the clients took many forms. The most important of these was the provision of jobs in the civil service to supporters and their kin. This quickly led to an explosion in the number of people
employed by the state. By the late 1880s, when Greece was still an agricultural country which had barely begun to industrialize, Greece had one of the largest civil services in Europe. Per 10,000 inhabitants there were 200 civil servants in Belgium, 176 in France, 126 in Germany, and 73 in Great Britain. In Greece the number was 214. This went hand in hand with a rise in public expenditure. By the latter half of the 19th century, Greece had one of the highest ratios of public expenditure to GDP. It was 19.1 percent, compared to 6.6 percent for England, 13.2 percent for France, 10 percent for Germany, and 7 percent for the U.S. The largest part of public expenditure was directed, not to public works or infrastructure, but to the wages of public service workers and civil servants. The grounds for the rent-seeking struggles of the future were thus firmly laid. Everybody wanted to join the civil service.
Much water has, of course, gone under for hope but also warning of threats to the bridge since those days. Greece experienced wars, revolutions, occupations,bankruptcies, dictatorship, and earthquakes. If there was one thing that remained constant throughout this period, it was the system of political clientelism as the central organizing principle of Greek society. Of course, some things have changed. From the middle of the 1930s onwards, political parties have become more centralized than the loose coteries of personalities heading extended patronage networks they used to be. The clientelistic orientation remained intact.
Another thing that changed, of course, was the rhetoric that justified the distribution of benefits. Client groups today receive benefits in the name of social justice, national necessity, or acquired rights. Those three concepts are extremely prominent in the political discourse of Greece and, I expect, elsewhere.
Clientelism in Greece has gone hand in hand with the development of an oversized state apparatus where social groups competed not to enforce different policies but to reap personal gains. “The Greek state is huge yet hollow,” write two academics in a recent book, “It intervenes in all aspects of social and economic activity, yet, at the same time, it has been taken over from within by groups that prey on the national welfare in the same way the Vikings preyed on European societies a few centuries ago.”
One of the main criticisms that the left has been directing all of these years against capitalism is that capitalism puts markets above people. At the same time, the left believes that political intervention is needed to restore the people to their rightful place. Lifting them, that is, from the tragic position as slaves of the market to the glorified position of lords and masters of the market.
What makes the case of Greece interesting is that Greece can be said, in a certain sense, to provide the perfect realization of the left’s vision of putting people above markets. Greek politicians have always placed people (their clients) above markets, with results we can all see today.

El Chile 2010 de la OECD sigue siendo una incógnita en cuanto a estándares reales de su educación, porque si bien se entiende que con nuestro ingreso per cápita de alrededor de US$ 13.000, muy inferior a gran parte de los nuevos socios, difícil es pretender alcanzar niveles como UK, Alemania o Australia por ese sólo hecho, pero tampoco mostramos en el país un sacrificio profundo para superar la brecha de casi 15 puntos porcentuales en completar los
estudios para la población de educación media formal (71% v/s 85%), ni con los 22 puntos porcentuales en terminar sin desistirse de una educación superior también formal por sobre 9 semestres (15% v/s 37%). Ceteris paribus la cantidad y profundidad de contenidos de la docencia, tampoco somos comparables en calidad de contenidos, ni en tiempos de acceder a los niveles básicos tempranos, por la gran diferencia urbano-rural de estructuras y recurso docente, lo que redunda en una dramática desigualdad que se configura casi en una condena a generaciones.
En definitiva, si comparamos un gasto promedio/alumno OECD aprox. por sobre US$ 7500 a unos modestos US$ 2700 en Chile, es difícil superarlo con resultados, cuando el aporte de la otra variable, el recurso docente es mediocre a malo, como para compensar esa brecha de inversión.
Por eso, resultan comprensibles las recientes apreciaciones del informe OECD [2009-2010] sobre estos tópicos, que nos permiten concluir con claridad el error de nuestro país al pretender treparse en los hombros de una asociación de gigantes, con sólo la idea y el marketing que MEJORES ESCUELAS PARA TODOS LOS NIÑOS CHILENOS mejorarán la brecha.
Avanzar en infraestructura son logros rápidos de obtener, que se pueden desaprovechar al ir dejando atrás la calidad de la enseñanza misma. Por el contrario, si aumentamos calidad en el profesorado, de seguro redundará en el nivel de los estudiantes. Por ello, no es un exceso sostener que la competición en lo escolar es y ha sido insuficiente por mucho tiempo – en especial los últimos 20 años – para alcanzar mejoras en calidad del nivel mundial OECD que
pretendemos.
Quizás sea una mejor propuesta, el desafío de MAS ESCUELAS DE EXCELENCIA POR SUS DOCENTES, que por sus aulas o por los estudiantes matriculados, porque la gran mayoría son despiertos y habilidosos.
Y en esto, sin duda, la sola competencia de la iniciativa privada no es capaz de superar la brecha entre naciones desarrolladas y en vías de desarrollo o emergentes en rango mundial. Las metas de mejoramiento aún requerirán de una intervención del Estado, que en consecuencia aborden el tema de una igualdad compensada y dirigida, mientras alcanzamos los niveles que necesita nuestra economía y sociedad.

La política de la desinformación comunicacionalmente correcta ha sido el norte permanente de los últimos 15 años aprox y por medio de la cual, la mayoría de las veces, la concertación y el ejecutivo han medrado de la fe pública y la ignorancia popular. Dicho de manera fácil se ha inducido a pensar que atesorar los ahorros salvados del derroche de gasto en mala gestión o fraudes de servicios públicos y empresas del estado, y que provienen principalmente de mejores precios de la minería y otros términos de intercambio, se llame acción impecable. Esta monumental falacia me recuerda la parábola de los talentos, sólo que en este caso las perlas no se podían enterrar, ni perderse sino en el Bco Central u otros de ubicación conocida; y la decisión no correspondía sólo a un hijo, sino a un concejo familiar autónomo. Quizás tome sentido aquí, la conocida frase de Frei que “no vamos a dejar estos ahorros para la derecha”. . .¡Que odiosidad política podemos aquilatar de este ex-presidente que pretende volver al poder!
Para cualquier analista objetivo, ni la crisis asiática se enfrentó bien, ni por las actuales políticas anti cíclicas frente a la crisis mundial 2008-2009 podemos decir que fueron creativas, innovadoras o guardaron mérito relevante, no haya sido usar ahorros bien ganados que lograron salvarse. Peor aún la mayoría de los indicadores muestran disminución del crecimiento, dificultades para el emprendimiento, bajísima innovación, precariedad de las micro y pymes, angustia familiar por el trabajo y la seguridad ciudadana, y para que seguir. Ya perdimos la iniciativa en la región, pero sin duda se puede volver a intentarlo, ese es el desafío.
Cualquier actuación en política económica y social debe observarse no sólo al tenor de sus eventuales resultados percibidos en la materialidad inmediata, sino que tanto en sus efectos de mediano y largo plazo, como en las implicancias colaterales y de contexto en las cuales se desarrollan y ocurren en los mercados y la sociedad, más aún en la vida interior de las empresas y las familias (esa realidad que muchas veces cuesta detectar).
Esta realidad y esa fuerza es la que está optando hoy por un cambio en el modo de construir futuro y votará así, porque sabe que ya no alcanzamos un desarrollo al 2010, pero tenemos la esperanza que a partir de marzo y hacia el 2018-2020 equipos competentes, trabajando con la energía joven y de recambio generacional más la experiencia profesional de los mayores podremos articular ese camino tan ansiado de progreso, gobernabilidad y felicidad para la mayoría.

Convengamos que antes que “ganara la gente”, veníamos saliendo de un gobierno militar autoritario que nos sumió en una especie de oscurantismo cultural severo, razón por la cual, cualquiera de las iniciativas que presentaran los nuevos líderes sonaba novedosa, colorida y refrescante. Se crearon instituciones prometedoras y fondos concursables a los que cualquier hijo de vecino podría presentar proyectos que serían evaluados según sus méritos y alcances… eso en el papel, porque en la práctica un factor importante era establecido por la nunca bien ponderada institución del “pituto”. Hoy, tanto el FONDART como el FONDO DEL LIBRO, por nombrar sólo a los más destacados, se han convertido en auténticos bancos de pago de favores para quienes piensan como ellos. Así, muchos “artistoides” y rostros de televisión, no tienen empacho en aparecer en franjas políticas siempre que sus nombres sean considerados para uno de estos tentadores premios. Incluso los vapuleados “Premios Nacionales” han sido usados para esto. Si no está de acuerdo, revise la lista de los laureados sólo en literatura y convendrá conmigo que merecidos se lo tenían Donoso, Rojas, Edwards, Calderón, Arteche, Uribe Arce, pero que descaradas fueron las premiaciones para Zurita (un poeta menor si se le compara a otros que han sido injustamente olvidados) y a Volodia (conocido más por su comunismo que por su pobre obra literaria). Serrano murió sin obtenerlo y tanto Oscar Hanh como Delia Domínguez han sido injustamente olvidados, por nombrar sólo algunos emblemáticos. Mejor ni meterse con los premios en Historia, porque si Gonzalo Vial Correa no se lo merecía, yo no sé cuales parámetros miden estos señores.

Pero hay que reír, porque los payasos (los de verdad, no los que gobiernan) salen a la calle a alegrarnos con su colorido lleno de mensajes proselitistas y vacíos en contenidos, usando la antiquísima técnica del “Pan y Circo”, tan bien concebida por los antiguos romanos para mantener contentos a la “chusma” ignorante, que se olvidaba de los problemas mientras caía aletargada por el vino y las tenebrosas entretenciones del Coliseo. Aquí, la técnica es modernizada por bonos trimestrales que representan el pan y festivales abiertos donde todos rapean al compás del chascón de turno y los zancos y batucadas se toman las calles idealizando un espectáculo vacío que pretenden elevar a la categoría de cultura. ¿Qué podemos esperar si quienes nos gobiernan no esperan educar, sólo entretener?, ¿Si muchas veces ellos mismos han demostrado una ignorancia supina y un escaso dominio de temas que debieran manejar?, ¿Dónde queda la capacidad de autocrítica si tenemos una ministra que, haciendo gala de una prepotencia que ni siquiera cabe en su pequeño cuerpo, se vende como “la mejor gestora cultural de Chile”, si arrugarse siquiera? Perdón, pero salvo pasear una muñeca pepona de no sé cuántos metros de alto y millones de costo por las calles de Santiago, ¿qué ha gestionado, señora ministra? ¿A poco se le subieron los humos con eso de Santa Teresa de los Andes y se apunó en el alto cielo?

Tenemos, quizás, el Museo Nacional de Bellas Artes más pobre de todos. Y esto no es porque no tengamos en Chile un bagaje cultural pictórico importante, si no porque las autoridades del Museo nos “deleitan” cada cierto tiempo con exposiciones tecnológicas, fotográficas, audiovisuales y hasta automovilísticas que nada tienen que ver con el Museo de “Bellas Artes”, mientras las pinturas de los grandes maestros chilenos se apilan en las bodegas y sólo una muestra menor se exhibe en la colección permanente. ¿No hay otros espacios para mostrar las nuevas tendencias o modas del arte? Sinceramente yo no me imagino a un francés entrando al Louvre y encontrándose ahí con unas jugueras con peces adentro, que más que arte sería experimento sociológico, mientras la enigmática Pasajera de Camilo Mori (nuestra criolla Mona Lisa), se pudre en las bodegas del Museo y uno que quiere admirarla se tiene que conformar con litografías o un póster obtenido en la tiendita de souvenirs.

Ya sostuve que se necesita una política pública en todas las artes que se destine a crear un público de esas artes. Quizás el único logro de la Concertación en esa dirección sea lo que sucede con el teatro, que sí ha logrado consolidarse como una entretención más masiva que antes. La demanda creció, la oferta se diversificó y nuestros eneros se han teñido de buenas obras. ¿Por qué no aplicar una política pública tan exitosa con la música, el cine y, ¡sobre todo que es urgente!, con la literatura?

Es un hecho probado que somos el país más ignorante de Latinoamérica, pese a ser uno de los más ricos. Y esa ignorancia, ¡cuidado!, es transversal a todas las clases sociales ¿qué estamos esperando? ¿O acaso creen que llegaremos algún día al tan anunciado desarrollo si no sabemos leer y se nos está olvidando escribir? Chile es conocido mundialmente por ser cuna de enormes poetas. Ellos nos han dejado un legado hermoso lleno de cultura, humanismo y ejemplos de vida. Es nuestra obligación tomar ese mensaje y transmitirlo a menos que sigamos conformándonos con esta cultura de la basura. Es obligación del futuro gobierno el entusiasmar a las masas con la Cultura de verdad, con el Arte con mayúsculas y respetar los espacios para cada tipo de manifestación artística.

Es vital un cambio en esto y si la Concertación no sabe, no puede o no quiere dotar a las futuras generaciones con una educación de calidad y contenidos reales e importantes, es hora de pasarle el timón a otro. Quizás llegue alguien con visión que visualice este problema y le otorgue a la Cultura el lugar que se merece. ¿Quién dijo que veinte años no son nada?
